Javier is Co-founder and Managing Partner for Strategic Partnerships at Twenty43. He brings more than two decades of experience moving institutional capital toward community power and racial justice, with a track record of building funds and stewarding portfolios at the intersection of culture, community, and capital.

Javier is also Co-founder and Partner at Liberation Partners Co-Op; a worker owned co-op providing strategic consulting to investors, funders, organizations and leaders where extractive systems decline and new life-affirming ecosystems emerge. Previously, he served as Interim President & CEO of the National Association of Latino Arts and Cultures (NALAC), where he led a year of organizational culture change and future visioning. As Director of Thriving Cultures at the Surdna Foundation, he stewarded a $10M annual portfolio centered on racial justice and led internal learning on Disability Justice, Trans Rights, and Public Interest Technology.

Earlier in his career, Javier directed a $15M annual national community development grantmaking portfolio at ArtPlace America, held leadership roles at the Boston Foundation, and served as Director of the Villa Victoria Center for the Arts in Boston's South End. He also co-founded the Constellations and Culture Change Fund.
